Unlike Wikipedia:Files for discussion, the primary purpose of this page is to ascertain the source and/or copyright status of a file. Therefore it is not specifically a vote to keep or delete but a forum for the exploration of the copyright status/source of a file and contributions should not be added solely in those terms.
Listings should be processed by an administrator after being listed for 7 days. Files that are accepted following this 7-day period should have {{oldpuffull}} added to the file talk page. If no objection to the file's deletion is raised, or no proof that the file is indeed free is provided, the file may be deleted without further notice after the 7-day period.
Note: Files can be unlisted immediately if they are indisputably in the public domain or verifiably licensed under an indisputably free license (GFDL, CC-BY-SA, etc.—see Wikipedia:File copyright tags for more on these).
Speedy deletion
Blatant copyright violations or files missing source or license information may be "speedied"
If a file is unquestionably copied from another website and no assertion of permission or fair use is made, the file may be speedy deleted under criterion F9 (formerly I9). Such files do not need to be listed here. Please tag the file with {{subst:db-f9|url=source URL}} and warn the user with {{db-copyvio-notice}}.
If a file is missing source, evidence of permission, or license information, place either use:

on the description page to put the file in the appropriate category. After being tagged for 7 days, the file will be eligible for speedy deletion per criterion 4 or criterion 11 for images/media.
Please also notify the uploader so they get a chance to fix the problem(s). The templates {{subst:File source|File:file name}} and {{image copyright}} are made for this purpose, but feel free to write a message of your own. It is not necessary to warn the uploader about every individual file if they have uploaded several of such files, but at least one message telling them that files without source/license will be deleted should be given to each user.
If a file is indisputably non-free, and its possible use can comply with our non-free content policy, be bold and retag it as a non-free file using a non-free image tag instead of taking it to this page.
Please note that this page is not for disputing the fair use of already non-free media, but for the disputing if a freely licensed file really is free. - I understand that the description "1920s portrait" in the description section may have confused you, as 1920s, though referring to an era, contains numbers that might be confused with a date. - It seems you brought this matter here in the mistaken belief that what is recorded under description refers to a creation date. You are now inferring that specifying more than one date is the problem. I have to assume that you are unfamiliar with what the upload wizard asks of uploaders. It asks for "the original time" of publication with the caveat requesting "as much information as possible". With regard to a date, I did not know about first publication, and rather than leave this blank or say I don't know, I recorded 1920s as this was accurate. It then asks uploaders to provide a "date of creation if different". I recorded the date 1919 because I know the portrait is from a 1919 shoot. I then added under further relevant information, what I knew about publication. It may be time for you to re-visit the image upload process so that you will better understand the information uploaders provide and to ensure you don't again assume incorrect creation dates. The lawsuit I linked to was filed in a federal court and the federal court found that California's policy towards copyright is binding on California political entities because of the federal principle that states determine copyright policies for their subentities, such as municipalities and that federal courts defer to those policies. This is a principle of federal law, and applies to Mississippi as much as to California. If anyone brought suit over a copyright violation from that image it would be brought in a federal court in Mississippi, and the federal court in Mississippi would apply the same principle as did the federal court in California.

- The rule, according to WP:NUSC, is that works which are in the public domain in the United States count as 'free' on Wikipedia, and this flag is clearly in the public domain in the United States, and is therefore 'free' on Wikipedia. If you want to change that, propose a change of WP:NUSC or WP:C. - I run across these periodically - apparently there's a longstanding joke/tradition to post silly images to Bishonen's talk page. The talk page archives are full of them. I don't have a huge problem with it, but unless they have some potential encyclopedic purpose they should probably be deleted per WP:NOTWEBHOST after they've served their immediate purpose of making people smile or whatever and gone into the archives, just so image patrollers and Commons movers don't have to try to figure out what to do with them.
